My name is Roland Durphy Menard III and I am an Independent seeking the Office of the Presidency of these United States of America. I am a native Hawaiian born in Honolulu Hawaii December the 8th 1964. I am 53 years old and old enough to know better and young enough to do something about it. I believe we can say the same for this Great Nation. We are 242 years old and old enough to know better and young enough to do something about it.
We the People, for the People, by the People in order to form a more perfect union, establish justice and provide for the common welfare do hereby take back our life, liberty and our pursuit of happiness !
I am the Founder of the Moderation Affiliation an Affiliation of Democrats, Independents and Republicans who Utilize the Adjunct Precept of All Parties; Everything in Moderation and what's Best for the Whole.
What has happened to our Great American Democracy is that over the year's Politics's as usual has altered the course of human event's to go from one party to another with opposite vision's for America, costing this Great Nation and the People our Life, Liberty and our Pursuit of Happiness doing a 180* turn around Administration After Administration. I promise you, America, that I will not sign a partisan bill during my Administration.
As President of these United State's of America we will break the cycle of Partisan Politics's, Politics's as usual, taking Concrete Steps, Patriot Dream's, that see's beyond the years.
If you are a Democrat, if you will, remain a Democrat; If you are a Republican, if you will, remain a Republican; If you are an Independent, if you will, remain an Independent; I am going to need Liberal, Moderate and Conservative input in Congress !
I will March Myself over to the Democrat's and ask " Watcha Got ? "; I will March Myself over to the Independents and ask " Watcha Got ? "; I will March Myself over to the Republicans, in Congress, and ask " Watcha Got ? " and I promise you America God and the People willing I am Elected the next President to this Great Nation,
I will not sign a Partisan Bill during my Administration.
DIPLOMACY
I believe that we the people have it within ourselve's to accept responsibility when it comes to diplomacy to iterate,dictate and advent the course of human event's that are Divine and we so desire; Divine also mean's: (colloq.) Pleasing and Attractive.
It is exemplified World Wide within Government's and the People.What I have suggested we do is a few gesture's of good will. By no mean's put yourselve's in harm's way,
under any circumstance's, and be happy people

We are quite the team player's, human's,
have you ever noticed how orderly our road's are, Internationally. All the vehicle's going in the same direction, blinker's, light's, horn's, averting one another by common or civil law.
That tell's me that we, human's, are quite capable of working thing's out in an orderly fashion, you know, prove that the strength of our diplomacy is mightier then the might of our military. I believe that the people have the onus when it come's to diplomacy to iterate, dictate and advent the course of human event's that they so desire. That is a statement with an argument; Honk Honk, beep beep or varooooom !
It is that I have a Driver's License when I wonder that you all wonder that I am giggling at your reaction to this. I am not blowing smoke; my smog has been checked;
the people have the onus when it come's to diplomacy to iterate, dictate and advent the course of human event's that they so desire.
But I digress, something compel's me to write " On the Road again... ". But I'll save that for listening.
Charles Berty Forbes once wrote in a book of epigram's to Malcolm Forbes, at the turn of the 19th century, as he was dieing and did leave his final word's for Malcolm Forbe's. He wrote " It is oft time's the wiser man who is listening for he not only hear's what is spoken he also know's his own mind "And I add, listening unlike hearing takes a conscious effort; to stay on the road. That is not to say that by listening we become alike, it is that, one is able to come to an understanding: IE : When to gas, when to brake, how much or how quickly to do either. There is a Unique Interdependence in all we reprove; like passing the driver's test before we start.It is not extraordinary that, that we do.

I already told you my story, I put consecutive
logical thought into my faith in
you and my love of God and simply Believe it's true. Throughout the age's we have often sought and found as did Marrow in the Mirror : When Father called marrow in out of the rain; Marrow stepped around the corner and instantly
became amused. There was another boy down the hall that looked like someone to play with ! Marrow got excited about the
new friend and began jumping and waving gladly ! It didn't take long before Marrow noticed the boy was mocking him. Marrow
got very upset as every time he raised his arms, jumped, or made a funny face, the boy did the exact same thing. Marrow
thought the boy was mocking him. Marrow continued to get angrier and angrier " Nock it off ! Nock it off !! Nock it off !!! Marrow went on until his Father came around
the corner and explained to Marrow that it was not another boy to play with at all. It was himself in the mirror.
The Moral of this story is that things are not always what they seem to be and I believe we can prove that the strength of our diplomacy is mightier then the might of our military. We have been like Marrow in the Mirror, Genghis Khan to Al Qaeda, and now we're angry. I most identify with the gesture of good will that the Father exemplified, you know, come out of the
rain and that, that is yourself in the Mirror. What I have suggested we do is a few gestures of good will.

National Governors Association
I will institute the new Department of the Governors Association and appoint a Secretary of the National Governors Association to be Cabinet member and Adviser on Capitol Hill to the Office of the Presidency so that the Federal Government and the States can work together on challenges that face this Great Nation. This new Department does not abridge the Charter of the States with the Federal Government because the Federal Government will not be telling the States what to do and the States will not be telling the Federal Government what to do it is so that the States and the Federal Government can work more closely on the challenges that face us and when we find our common ground then we will get done what the States and the Federal Government agree upon. I have asked Madame Governor Mary Fallen of the fine State of Oklahoma to accept my appointment to the new Department of the National Governors Association !

On Taxes
On Taxes I plan to write the Taxes myself and it will take two thirds of Congress in both the Senate and House of Representatives to overturn my Taxes.
I promise you America, I am removing the Tax burden from wage earners and putting the Tax burden where it rightly belongs. Corporations make a whole lot of money off of the wage earners and currently they pay less of the Tax burden. Therefor, I am removing the Tax burden for all wage earners to 10 % in Federal Income Tax for all Income Brackets.
And in the same Tax Bill Ladies and Gentleman I am placing the Tax Burden on Corporations and charging 40% of all earnings in Corporate Tax from Businesses.
These Businesses make money off of the rest of us and it is about time they paid their fair share of the Tax burden since they make most of the money and most of the money comes from us, the consumers.
Having stated that by putting the Tax Burden on the Corporations the general population has more money to spend as a direct result of only paying 10 % on Federal Income Tax on the goods and services the Corporations provide of which spawns the economy and also since the general population has more money to spend on goods and services they buy from the Corporations the Corporations also make more money.
The here in stated Taxes are a win , win, situation for both the Corporations and the general population because both wind up having more Capitol in the end to grow their Businesses and to provide themselves with the goods and services that are the general populations pursuit of happiness !
In addition to the above stated where in regards to Taxes I will require in my Taxes that Tariff's be applied of which make Businesses, in America, to be equally competitive with all Businesses Internationally.
What this will do is open up a new market for Businesses, in America, on exports because we, our Businesses, in America, will become competitive overseas of which will make even more money for the Businesses, in America, whereby even with the increase in Corporate Taxes the Businesses make more income then they do now.
On Immigration
I will work closely with the State Legislatures, the Governors Association and Congress to accomplish the Pilgrims Act.
The Pilgrims Act will be approved by the States and the Federal Government at the same time and it makes it so that when a person or persons comes into the United States of America and have decided to make these United States of America their home, that all they have to do is go down to the local immigration office and apply for citizenship, All illegal immigration will cease to exist as all peoples will become Pilgrim's instead of illegal immigrants because all peoples will have the opportunity to be Pilgrims of these United States of America. Applicants will go through Naturalization and become legal Citizens of these Great United States of America.
Albeit, it bares to mentioned that when peoples apply for Citizenship with the Immigration Offices there will be a background check to make certain they entered the United States Legally and a background check will be done to decide how to process the application. If the applicant is wanted in another Country or enters this Country illegally they will be deported. What is important, America, is that we get these Pilgrims documented right away for the Census Bureau.

On Health Care
I will work with Congress to attain the American Dream Health Care Policy that will be carried by all Health Care Insurance Agency's in the Private and Public Sector.
The American Dream Health Care Insurance will be a Group Policy that covers all Health Care to include yet not limited to Medicaid, Medicare and all other Indigent Health Care to include yet not limited to also the Private Sector Health Care.
What this Group Policy, the American Dream Group Policy will do is drive health care costs down, lowering premiums, deductibles and provide for better health care insurance and far less cost to the Private and Public Sector as a Group Policy the more who use it the lower the cost of Health Care.
On International Affairs
I promise you America, God and the People willing I am Elected the next President to this Great Nation , I promise you America Global Peace.
Here is how I will get it done Diplomatically. I will not use a single troop, armament nor risk a single life to bring us Global Peace.
I plan to initiate a treaty with all Country's.
This treaty will simply stipulate : That we the United States of America and our Allies will protect other Nations from Foreign Invasion in exchange for Country's like Iran, Pakistan, North Korea and all others, to agree to protect us and our Allies from Foreign Invasion.
What this will do for the Global Community is that all Nations will be protecting one another from Foreign Invasion and all Nations will be protected from Foreign Invasion by all Nations.
I also plan to Address the United Nations with a New International Law that simply stipulates :
When a Country Declares war , in an act of Aggression, then the Leader of the Country, that Declared War, goes into Custody and is charged under International Law for Country Invasion and the Declaration of War itself is the Evidence to convict and hold the Leader in Custody for 10 years for Declaring War, in an Act of Aggression.
What this New International Law will do is make certain no Country ever again declares war in an act of aggression because if and when they do their Leader goes into Custody for Country Invasion.
What this will get done is accomplish Global Peace and put a stop to Terrorism because all the Nations that now see us a Adversaries will become Allies and the peoples thereof will stop their terrorist actions
What this will also get done America is it will put a stop to Nuclear Proliferation as all Country's become Allies.
Marshall Plan to Restore the Middle Eastern Countries to the Nations !
After World War II we did a Marshall Plan of which restored Europe to the Nations after the Nazi invasion. I plan to do the same thing for the Middle Eastern Country's and do a Marshall Plan to restore Islam to the Nations once the conflict ceases of which will happen as all Country;s see one another as Allies instead of Adversary's .

Youth Congress
What I would like to do is arrange for our Youth to have the
opportunity to have their voice's heard; It would be set up just the
same as Congress with a House of Representative's and a Senate equal to the number of and from each State and District that currently is represented in Congress; This Youth Congress would be comprised of our Youth Nationwide and would convene once a year during the summer, be elected by their piers, to discuss and propose to the Office of the Presidency their own vision for America; We will have the entire Youth Congress on the air at C-Span for the Nation to watch.
On Public Safety
God and the People willing I am elected the next President of these United States that I will face and resolve the challenges that face this Great Nation where in regards to Public Safety.
I will, just like Mr. President J. Edgar Hoover did when he instituted the Federal Bureau of Investigations I will institute International Jurisdictional Law Enforcement. The International Jurisdictional Law Enforcement will handle International Law Enforcement in these United States.
God and the People willing I am elected the next President of these United States that I will face and resolve the challenges that face this Great Nation where in regards to Public Safety.
I will, just like Mr. President J. Edgar Hoover did when he instituted the Federal Bureau of Investigations I will institute International Jurisdictional Law Enforcement. The International Jurisdictional Law Enforcement will handle International Law Enforcement in these United States.
This entity will assist in bringing to Justice criminals who commit crimes in these United States and either are in other Countries or have fled to other Country's to evade their set of circumstances with Law Enforcement in the United States of America. Also, the new International Jurisdictional Law Enforcement will enforce International Law.
Department of Defense and Crimes Against Humanity
I plan to take Public Safety overseas and to at home do the same whereby I am categorizing Organized Crime as Crimes Against Humanity because they commit their crimes against the general population and I am also categorizing Gangs as Crimes Against Humanity for the same reason.
I plan to use my Department of Defense to put a stop to Organized Crime Internationally and to that end so that no Organization of Criminal Intent makes it way to these United States of America.
I plan to use my Department of Defense to occupy neighborhoods here in these United States of America to control Gang activity in America of whom will pick up Gang members and incarcerate them for Crimes Against Humanity.
If I am remembered for one thing as President of these United States of America I will be remembered for my work on Public Safety.

If I am remembered for one thing as President of these United States of America I will be remembered for my work on Public Safety.
I will provide budgets to the Department of Health and Human Services to provide Homeless Shelters for our Homeless and Interim Housing to take care of the Homeless problem. I will also work with the Department of Health and Human Services to provide Budgets for rental assistance such as is of HUD housing to provide affordable permanent housing for our Homeless.
American Homelessness is a Public Safety Hazard and I plan to address it as such and solve this challenge that faces this Nation once and for all the times it has shook our Foundations.
I am going to triple the Department of Justice Budgets in the Federal Department of Justice Budget and I am also going to triple the States Department of Justice Budgets Nationwide and pay for it out of the Federal Department of Justice Budget out to the States through the Federal Department of Justice Budgets Reinvestment Initiative out to the States as a National Security Measure.
What this will do is relieve the States of the cost of Department of Justice Budgets whereby they are able to put those funds that they would have spent, in the States, on their respective Department of Justice Budgets on other Public Works to include yet not limited to Transportation and Education.
What this will do is provide that the States are Robust.
With the additional budget moneys I will also work closely with Congress, the Department of Justice, the Governors Association and State Legislatures to require that all criminals must serve, in custody two thirds of their sentence. As it is criminals go on Parole or Probation for most of their sentence and are not learning a life's lesson and wind up being repeat offenders. By extending the criminal time in custody criminals will be taught a life's lesson the first time they go into custody instead of becoming repeat offenders.
God and the People willing I am elected the next President to these United States of America some of those funds in the increase of the Department of Justice Budgets will also be used to provide education for peoples who are incarcerated to be trained on prerequisites of high demand so that when they are released form custody they have an education and can integrate back into society and into the work force as professionals seeking productive lives instead of returning to criminal intent
On Gun Control
We will give Tax incentives for the People to get the following done in their respective locations and also it will become a requirement under the Laws of this Great Nation to have to do Business.
God and the People willing I am Elected the next President to these United States of America I will work closely with Congress, the Governors Association and State Legislatures and come to a consensus that we require metal detectors in all places where peoples enter , both Public and Private Domains so that when a person enters a Retail Outlet, Wholesale Outlet, and otherwise Business to include yet not limited to also Hotels, Motels, Golf Courses and all places of Private Enterprise and to include all Governmental Institutions such as to include yet not limited to Schools to make certain that everyplace humans go have Metal Detectors so as to circumvent peoples being able to carry Guns into places such as is of to include yet not limited to Sports Arena's , Concerts, Bus Stations, Train Stations, and in all places where Guns do not belong to include yet not limited to Bars and Restaurants of all types and this to put a stop to the atrocities that humans commit in our Public Places.

God and the People willing I am Elected the next President to these Great United States of America I will work closely with Congress to accomplish the following United States Constitutional Amendment : What I am going to get done is that I am going to get this United States Constitutional Amendment of which makes the Department of Justice the 4th Checks and Balances of this Great Nation. As it is , America, the Executive Branch of which protects the Laws, the Congressional Branch of which makes the Laws and the United States Supreme Court of which interprets the Laws is of the 3 Checks and Balances of these Great United States of America and the only form of Law that is not of the 3 Checks and Balances is the Department of Justice of which handles the Due Process of the Law. Therefor, I am going to accomplish the 4th Checks and Balances by way of a New Constitutional Amendment of which will give the Department of Justice the same Authority to do Checks and Balances as does now have Congress, the Executive Branch and the United States Supreme Court.
What this will do for us, America, is put the Department of Justice in equal standing with the Executive Branch, Congress and the United States Supreme Court so as to circumvent the Obstruction of Justice in and of occurrence on Capitol Hill once and for all the times it has shaken our Foundations.
What this will do is provide that the States are Robust.

Therefor, I plan to commission the new Department of the Militia that is as old as the United States Constitution itself ! I plan to appoint a Secretary and Adviser to the Office of the Presidency of the Militia. I plan to provide budgets for Militia Personnel to be paid for their service , just like the Department of Defense. I plan to provide budgets, also, for training facilities and otherwise Bases, for the Militia to provide for the Common Defense of this Great Nation. I have chosen Mr. Norman Olsen of the American Militia to be our Secretary of the Militia during my Administration.

On Indian Affair's
It has come to my attention that many Indian Tribe's across these Great United State's of America would like to relinquish their Sovereignty and Incorporate their Sovereign Territory's becoming part and parcel of these Great United State's of America; I look forward to working with Indian Affair's on this very important issue.
On Education
I agree with Madame Hillary Rodham Clinton and in as much as I do I look forward to working closely with the Department of Education and providing for full coverage of Elementary, Junior High, High School, and College costs for all Americans. I am going to do this as a National Security Measure as it is true that Educating the people is a National Security Issue.
In closing on this note by making it a National Security Issue Congress is required by the United States Constitution to provide for the common defense and common welfare of this Great Nation and will approve the here in stated and the budgets hereby as the only Constitutional thing to do where in regards to Education.
On Abortion
While I do not agree with abortion's I stand on the United State's Constitution and will protect it at all time's. I stand firm on Roe vs. Wade the Woman's right to choose. Nevertheless, I do not disagree with certain punitive damage's to be adjudicated against both the Father and the Mother of any child that is aborted except in the case of rape, incest or when the Woman's life is endangered. Misdemeanor first, then Felony when the peoples who have required the Abortion can be proven to be recklessly negligent when multiple Abortions are requested. I believe that when we can prove criminal and or reckless use of the Roe vs. Wade Law when peoples require multiple Abortions that criminal misuse and or recklessly use the Roe vs. Wade Law is apparent and at that time I am recommending that the persons requiring the Abortion of whom have been found to be using the Roe vs. Wade Law criminally negligently and or recklessly by requiring multiple Abortions that on the first Offence the persons having the Abortions should be required to go through Diversion classes for one year to get it off of their record to learn how to use contraceptives and circumvent multiple Abortions. The first time a person requires an Abortion no charges are filed. The Second time a person requires an Abortion Misdemeanor charges are filed and then the would be Father and Mother have the opportunity to go through Diversion to get it off of their record. The third time a person requires an Abortion then Felony reckless misuse of the Roe vs. Wade Law be exacted upon the would be Father and Mother of the Aborted Child. Albeit, it bares to be mentioned that all Abortions will be granted under the Roe vs. Wade Law no matter how many times a person gets an Abortion yet having stated that I am for certain punitive damages to be exacted upon peoples requiring multiple Abortions to control the misuse of the Roe vs. Wade Law.
Christian Final Judgement
I look forward to orchestrating Christian Final Judgment at the Vatican, on International Affairs, passing all Nations through Christian Final Judgement for Posterity and Closure of an Era of war and moving us into , like a bride groom to a bride, marrying our old era of war to our new era of Peace.

This has been prepared for us since the Foundations of the Earth and is prophesied to happen in the Book of Mathew 25 and indeed all peoples , throughout history, " have done it unto one of the least of these My brethren, ye have done it unto Me.’ "as is stated in Mathew 25 : 40 of which passes all peoples, all Nations, all Beliefs, all Religions, all Nationalities , all Creeds, all Ethnicity's through Christian Final Judgement because all peoples everywhere " have done it unto one of the least of these My brethren, ye have done it unto Me.’ " throughout history.
I plan to orchestrate Christian Final Judgement on International Affairs bring all Leaders together in a Gala Event at the Vatican to Celebrate all Nations passing through Christian Final Judgment and I also plan to invite Leaders of Nations and also Leaders of Creeds, to speak at this Gala Event , on how they have done these things for their people.
